US$10M to be Negotiated for Climate Change

Chief Environmental Officer Dian Black-LayneAntigua & Barbuda could start receiving money from the international climate change fund from as early as next year, Chief Environmental Officer Dian Black-Layne has advised.

Black-Layne told Caribarena that the department is aiming from as low as US$10 million from the UN Green Climate Fund for adaptation purposes, but that mitigation will take that figure higher.

“That is our target, this is what I would like us to negotiate, it could be more but I would not want to cap,” she said. “The cost of transforming our economy to make it ready for climate change in every way is a lot of money, so we would want to negotiate a certain amount of money, and that is my target.”

Before this money could be disbursed to the country, however, legislation has to be put in place and a national fund set up and functional.

Black-Layne said her department is working toward getting the Environmental and Management Bill to the Attorney General by the end of April so that it can be presented to Parliament as soon as possible.

“The deadline set by the prime minister to have our national legislation and our national fund to receive this money is July. Reason why it’s July this year, is that before our national fund can get any money, it has to be up and running over a period of time,” she said.

She added that the local fund has to be up and running for a period of time to ensure that all of the international pituitary standards are met, and the regulations and institutional structures developed so as to meet the requirements of the (GCF) when it becomes functional.



The GCF is still being implemented, to become operational as soon as possible.

The CEO said when the fund is up and running, she hopes to start negotiating in order to get the US$10 million a year on a sustained basis.

She noted that this money will provide for technology for renewable energy, insurance for farmers and other persons, and a number of other things.

“So we have already started internally to work, and we have a rough assessment, it’s not exact. What we are doing now is an exact assessment of what we are going to do,” she said.

During an ABS broadcast earlier this week, Black-Layne pointed out that the country should start receiving funding from donors o assist with the establishment of the local fund and to put all of the necessary systems in place.

 “What we are asking the international community is that help us to set up a mechanism so that we can meet that target so we will by saving money, fund our own adaptation programme which is building new dams, reconstructing the coastline, Dickenson Bay coast is almost gone, the south coast as well,” she said.

The CEO also pointed out that the country is not looking for handouts from the industrialized countries, which are mostly responsible for greenhouse emissions.

So being "green" has for some time been proven to positive long term growth.
Antigua just in it for the buck, years to late to have any integrity!!

Ahaaaaaa, that makes a lot of sense now. I was wondering why Dr Dr was all of a sudden in favour of 'Green' technology & solar & such like, there's a pot of money involved. It would have been better if he was jumping on the bandwagon because it's the right thing to do, not because of $$$$$$$.
