Antigua Final Cell Tower Report MIA

Cell Tower ReportAntigua St John's - The controversial cell tower issue in Antigua & Barbuda has been an ongoing topic which developed from an article posted on Caribarena about a serious and legitimate nationwide health concern.

The issue came to life when Caribarena published the first in a series of articles - "Are we living in a Microwave?".

As the issue progressed and the public became more involved, telecommunication companies, and the government, were required to address the issue.

The government issued a press release on July 21 - two months after the initial article. It said the telecommunications companies had assured that regulations were being followed, and the situation was under control.

The press release also said PAHO had been consulted, and an independent study would be carried out.

On August 19, the preliminary results of this study were presented during a live press conference on ABS TV. George Skvarca, the engineer responsible for the findings, promised to deliver the completed report within a week.


On September 2, in response to Caribarena's inquiries, Clement Samuel, officer in the Telecommunications Division, told Caribarena that a "provisional report" had been submitted, but he was uncertain when it would be discussed in Cabinet. Samuel assured us that as soon as the report had been discussed, and as soon as he had received authorisation, he would forward the report to Caribarena.

On September 14, we again contacted him about the report. Samuel told us the following day that we should contact Telecom Minister Dr Edmond Mansoor, and he would be able to answer our questions. Samuel also provided a direct email address to the minister.

On September 15, we sent a formal email to the minister, asking about the report. These questions were included:


With regard to the cell tower issue, has the report been discussed in Cabinet?
If so, what next steps have been decided following the report?
When will the report be made available to the public?

Minister Mansoor has yet to answer our inquiry. Caribarena is calling on the government to release the complete findings in a timely fashion.

I'm not sure if its his ignorance, his arrogance, or just the shape of his head, but I cannot stand this minister. While every minister in government has had falls (recently the PM with blood in the power plant), to me this is worse than all put together. Mr. Mansoor, this will come back to bite you, and it will bite in a way that you will not see coming. The cell towers are watching you too, and no amount of ignorance will be strong enough to ignore them.

What is “proof”? Do we need proof before we take any action?
Is an unreasonably high and overly-restrictive definition of “proof” what is keeping some governments from facing the evidence that the need for new public exposure limits is demonstrated?
What is sufficient evidence? How much evidence is needed? Do we have it yet?
Do scientists and public health experts differ on when action is warranted? If so, how?
What is the prudent course of action when the consequence of doing nothing is likely to have serious global consequences on public health, confidence in governments and social/economic resources?
What are the costs of guessing wrong and under-reacting? Or, of over-reacting?
Whose opinions should count in the process of deciding about health risks and harm?
Is the global, governmental process addressing these questions transparent and responsive to public concerns? Or, is it a cosmetic process giving the illusion of transparency and democratic participation?

to what end does mansoor hold his cards? why is it that he doesn't just release the report? is something being hidden? And if not, why can't the report just be released? If i remember correctly, during the press conference, mr. samuel said the ministry wanted to reduce the number of towers to 40. Does the report confirm this?

I don't even want to believe it. That a minister would ignore the media on such an issue. In the USA, he would be crucified. The police would be all over him, and people would be out on the streets. Its clear from this issue that people in Antigua aren't all that concerned with their wellbeing. Politics over Self, Money over Health. But as a minister, he really should know better. He should care about this. Doesn't he have a family? Aren't they exposed to this same thing? Just sickening that's what he is. :-x

mansoor only gets away with these games because antigua people weak. We don't protest, we don't burn tires and so, we just make a lot of noise. And so pinball heads like mansoor just love to take advantage. But I have something to tell to mr. mansoor. While some members of our government might be corrupt, only he has troubled our health and our mortality. And only he will be remembered for exposing the nation to these towers, for gambling with our health. And if our children (god forbid) one day have to suffer for this man's political games, justice will be served.

The way this minister behaves is absolutely outrageous. I truly wonder if he thinks he is some kind of god, that he can just do as he pleases. They forget too easily the meaning behind "public servant". A servant of the public! And yet this minister feels that he can just ignore his people? Even if he were right and Caribarena was wrong about this whole matter, his handling of the situation and his supremacist values should be grounds enough for his immediate resignation. Such a large head, so little brains. I'll be smiling and waving if and when he gets kicked out of government :D

I can not comment on what government is doing or what reports are being brought to bear. The simple truth is that cellular towers are NOT microwave towers! There is a big difference in the two. The cellular signal is not even amplified except on the receive side. Which means after it has left one's cell phone. In my opinion, the only danger that these technologies pose, is to the technicians that potentially put themselves directly in front of the antenna. But when we work in these environments, we take the necessary precautions to prevent any of these alleged dangers. If people of any area want or need the latest in mobile communications in order to meet demand or be on the cutting edge, then these towers and equipment are going to continue to be built and maintained and upgraded as the technology changes.

Am sure all of you commenting on this blog got a cell phone that you use ever day. Now, what is the purpose of the so called radiation of the cell tower? To enable you to make and receive calls. That means your phone emits that radiation to. Plus you have that phone stuck to your head more than a few times a day. So why are you worried about a cell tower when your cell phone is mini cell tower. Good luck suing A.P.U.A

I am sure Caribarena did not copy their research from the internet, because they are a news site. I am sorry that you and other Antiguans do not know what "investigative journalism" is but thats Media houses work all over the world.We are moving forward you can stay behind! There is so much new information about this issue, its becoming less and less deniable by the day. Not knowing about the safety of the cell phone towers is what's worrying people,no how many there are.So it's of utmost importance for the minister and the government to be straightforward with us and tell us the complete findings.As they may or may not know,we are not against the telecommunication companies wanting to provide their customers(mainly tourist)with the best service they can offer;we just want them to find a safe way to do it.

brother skyewill , a little humor :P is all chef has to offer on this very serious subject but you are right the minister has no heart for the people of Antigua, nor does he have enough functioning braincells to understand that taking only a short term view will lead to long term cost when it comes to the dangers of cell tower radiation. But the part that is obviously missing most in his case is the appendage that most males have located between the legs "the Balls" to take a stand for the people of Antigua and not for lime and digicell.. sad but true those who pay the piper call the tune. :-* :-* skyewill did you know that the chemical DDT was used world wide and hailed as a godsend until we finally understood how dangerous it was???

from my very extensive military back ground you may not being jammed but someone in the area is being monitored and they waves are blocking your reception. We do this in Afghanistan. Some have access to either a portable jamming and rerouting device or devices.

Chef knows that if the truth only comes out about this serious public health issue heads will roll, and considering the minister responsible hails from a place where beheading is the norm he will make sure it is not his head that rolls so MIA.KIA or DOA. it is just a matter of time before this report will become public knowledge , the question is what will we do with it , will Antigua finally hold this radiation terrorist :-* to account or will he be allowed to continue to fill his accounts on the public's expense??
Now chef is going have some hot chicken soup and take a nap , chef is not feeling very well and fairs he might be suffering from radiation sickness to much microwave will do that even to a microwave chef :-x :-x :-x

Dear Caribarena, It is obvious that the minister is too busy spending tax payers money sporting the good life at the Astoria than the mere thought of telling the people of this nation, that the mobile providers are getting away with murder,and that he will be long retired from politics,even as a non elected politician, when the children of this beautiful island, grown by then, start falling down from tumors. As with other radio jamming, cell phone jammers block cell phone use by sending out radio waves along the same frequencies that cellular phones use. This causes enough interference with the communication between cell phones and towers to render the phones unusable. On most retail disrupting phone to tower frequencies or tower to phone frequencies. Smaller handheld models block all bands from 800MHz to 1900MHz within a 30-foot range (9 meters). Small devices tend to use the former method, while larger more expensive models may interfere directly with the tower. The radius of cell phone jammers can range from a dozen feet for pocket models to kilometers for more dedicated units. The TRJ-89 jammer can block cellular communications for a 5-mile (8 km) radius.[1]
Less energy is required to disrupt signal from tower to mobile phone, than the signal from mobile phone to the tower (also called base station), because the base station is located at larger distance from the jammer than the mobile phone and that is why the signal from the tower is not as strong.

just wondering if any one has had this experience,we live in herberts east from since about two weeks ago we realize some thing strange happening to our phones we were not been able to make any calls or receive any calls from withen and around our area from about up to 150 ft around that area but what we did was to take the phones just liitle under a minute drive and test them their and to our surprise it works,we then drove back in the area and then again no call.signal was not a problem ,we then call digecel who then reported to us everything was good on their end when all this is happening we the would make a call from a phone on a nother frequency and it will work but on the other end they wound be a pounding noise.this i come to the conclusion that some one is jamming our cell phones which is very dangerous.yesterday sunday it started from about 15:30 and we could not receive any calls until after 12 am monday ,cell phone jammers are easy to get and is very dangerous can any one tell me what law is on the books to deal with this if some one is caught jamming peoples cell phone calls. 8)

Seems all reports of this kind have to be leaked. Hopefully this won't be like the report into the spending at ministry of sports when we had to wait at least a year (report was completed May 31, 2010) before that report was leaked.

I appreciate what Caribarena is doing in this respect. THERE IS A NEWS ORGANIZATION IN ANTIGUA THAT ACUTALLY FOLLOW UP A SITUATION. That is commendable. Because the necessary follow up is not done, many issues are swept under the carpet. Good job Caribarena.

It is not lost. It is baby sitting the other reports. I realize that my call for and administrative core will not happen because it would eliminate reports getting lost and standardize communication and leave trails that lead to transparancy. Another job well done by the "REPORT BANDIT"
