Car Park to Open Next YearAntigua St. John's - Prime Minister Baldwin Spencer is promising that the controversial multi-purpose car park facility would become operational by next year.

Spencer, speaking on ABS' Good Morning Antigua and Barbuda, said plans are being finalized with CLICO for a buyout.

"But what I would wish to say to the people of Antigua & Barbuda (is that) it is not a project that has been abandoned. But what I can tell you is that project is going to be completed," Spencer said.

He continued, "The plans are there; the negotiations are taking place now whereby we'll be able to get CLICO out of the picture and we have a situation where we are seeking to do a buyout with CLICO - get them out of the picture. The individuals who have been involved would also be out of the picture, and we move forward with a new situation to complete the project so that by 2015 that multipurpose car park will be operational. That is the plan of the United Progressive Party."



Spencer said the government did not want to say too much about the negotiations too early, because when things do not happen in a timely manner, the government would come under criticism.

The prime minister said that because the car park was a hot button issue, with a court challenge brought to prevent its construction, all the T's are being crossed and the I's dotted.

He has promised that the completion of the facility is not pie in the sky.

"And I can tell you that that is also real," he said. "That is not something that we are just guessing on. It has taken a lot of time. We decided that we know that it's a charged issue, it's a very sensitive issue, it's a very emotional issue, because you can recall when we opted to go that route some people felt that it shouldn't be there, and so we recognise what the issues are."

He added, "Any move that we are making to ensure that that project will see the light of day, we have to make sure that we have it properly down pat, and we move and get it done. What I can say to the people of Antigua & Barbuda is that that is something that we intend to accomplish by 2015... that place will be operational."

The opposition Antigua and Barbuda Labour Party (ABLP) candidate for St Paul, Paul "Chet" Greene, during the launch of the party's manifesto on Monday, hinted that the car park, which many deem an eyesore in the city, may come down, if necessary, when the opposition is elected as the new government.

The facility is a state corporation, which is expected to be run by the Antigua and Barbuda Transport Board. The mechanism that was used for the financing was more private sector driven, with funding from CLICO and some private investors.

With the collapse of CLICO, the entire project was affected, and work halted soon after since the government did not have the finances to continue with the construction.

I visited a European country some months ago. And saw that much road works was going on in town. I though wow these people are really developing the town constantly. When I enquire what it was they were doing I found out that the new mayor decided to reverse a decision that was taken thirty five years ago, when the then mayor decided to empty some of the canals running through the city in order to turn them into roads. This was done to solve to ever increasing car problems in the city. So now they are spending billions of dollars to re-create the very same canals they once closed. That is what you called shortsightedness from a former administration made right. So too must we do with the car park. A shortsighted decision needs to be made right. The car park is at a wrong place for many reasons. Most of all it blocks all the air that used to blow freely into St. John’s.

PM doesn't even remember what he promised in 2004 more less will he remember what he tell you know. PM said there will be no new taxes. PM said he will decrease our electricity bill by doing away with the wicket fuel variation tax. PM said one strike and you're out. PM said he will be transparant. All in all PM promise us a better live in Antigua and Barbuda. He cannot remmeber none of that. So what the heck he promising you now again.

I don't know why the PM thinks that we would like to see the car park finished. That will only means that we cannot park any longer on the streets in St. John's. And what rate will we be charged in the car park. No one knows. So at best this will mean more cost for drivers who already have so many expenses on high insurance cost. High car parts, high fuel cost and so on. I guess driven a car would surely be something for the rich only, because once you come in to town and you cannot park for free any longer would make no sense to have a car. Just take the bus or start cycling.

Baldwin Spencer, sensible people in your position would have quit the job and gone home. You have to be the most desperate man I have ever seen in Antigua politics. Greed and xx most certainly existed in the past but from my perspective never to the extent that has been very evident in the last ten years.
Never in your past life did you dream that you would be travelling first class around the globe and rubbing shoulders with world leaders and sleeping on silk sheets at the Waldorf Astoria; ordering Champaign and caviar for breakfast; xx xx xx xx; all of this with speeches written by somebody else; and the full tab picked up by us the unfortunate taxpayers who have steadily become more and more impoverished on a daily basis...many reduced to living in darkness and coal pots, begging and never too sure where the next meal is coming from.
Bankrupting this country with unfinished inflated projects that we, the people, were never consulted about, nor given a chance to approve or disapprove. We, the people, do not even really know the bottom line prices of these eyesores around the country. Now we have to contend with the realistic threat of your goons rigging the elections on June 12. The other leaders in the Caribbean must be shocked at the lengths to steal a vote that is happening in poor little Antigua at this time. This voter who voted for UPP in ’04 is absolutely disgusted!

It's a pity they do not understand what you are saying. ANTIGUA ALWAYS RICH.....All the money Antigua need is already in Antigua. If we could only get the politician from tiefing. Now all this damm excuses for pi$$ poor Management. WHENEVER you start a project you are supposed to have all the money to complete it and startup capital and maintenance, etc. This tells me that the priory is WAY OFF base. We should have gotten MSJMC completely functional before we go into ALL THESE UNFINISH PROJECTS. When construction sit like this it falls apart and becomes more expensive. Someone said the ROOF at the Library is leaking and the college building half A$$ put up will have to come down...WASTE, WASTE, WASTE. It is too close to the street and darkens and congests the area. ABSOLUTLY NO VISION!

I am not saying that this cant happen, but sometimes i wonder how politians feel to say something that they know will not happen. Hence, maybe they should take back the money that they have given to thier supporters to take away peoples cards so they cant vote. My question is "where all those monies are from?. And why Caribarena hadnt written an article about this situation as yet. Caribarena can be so one sided at times.

I get the sense of what the prime minister is saying. The car park project was never abandoned. Work on the project stopped because CLICO collapsed, and because the government did not have the extra money needed to continue with its construction. His intention, now that the money is available, is to return to the project and complete it by next year-- which I think is fair enough. There is no reason to be angry with him unless you believe he was supposed to complete the job with no money.

The irony of Baldwin spencer coming to tell citizens and residence of Antigua and Barbuda that within a year the car park will be opened. Why don't you tell the people why the board appointed to oversea the car park is still been paid. Why don't you tell the people why Harry Josiah went to Trinidad to acquire a loan on behave of antigua and Barbuda to complete the car park without us Antiguans and Barbudans knowing. You speak about corruption in Ablp, what about the corruption that in in Upp. Tell the people how many loans never graced the walls of parliament and required.

You mean the car park i snot operational? I really thought it was. There was a soft opening five years ago. Ok, i get it. It will be functional six years after the soft opening.
So tell me, there was a soft opening of the public library and the new terminal, will those be operational six years after being opened? And what about the Spencer power plant?Will it ever be functional? I guess not. The yasco bathroom? The $10 million a mile road, the fences, the dozen of housing projects all over none of which is occupied....I tell you it is an endless list.

See them fighting for power. Do you guys comprehend what's really going on in Antigua and Barbuda? Are you seeing what these politicians think of us here in this blessed country? Do you realize how low they have us? The promises and all these soft and hard openings a few weeks before an election by this UPP administration is because these rulers see us as dumb, stupid, can't think, we are beneath them, let's first bring them to their knees, let them be always needy, they must survive only on the few handouts we throw them and in time believe everything we say. Listen to the Governor General throne speech and you will hear the same car park mentioned. Brother Bob Marley "and we so ignorant that every time". Corruption and oh how we believed lock up was coming, ten years and nothing, instead they now turn around and hitting us with the same corruption left and right and you dare not question. A new rule from now on you have one term to fulfill every item on your manifesto or come next election you gorne.
