1976 - 2004: Thirty-eight years ago on February 18, 1976 the Antigua Labour Party (ALP) won in 11 of 17 constituencies to form the government, finally losing two successive general elections to the United progressive Party (UPP) on March 23, 2004 and March 12, 2009. In 1976 Lester Bird quickly emerged as ALPs Deputy Prime Minister for the first eighteen years, and Prime Minister on March 8,1994, for the remaining ten years. Lester Bird ascendency to public office never led to long-term fiscal responsibility, but a political culture geared towards influence peddling, bribery and the abuse of power.

This new era of Bird's governance was marked by glaring acts of corruption, and pervasive social injustices! Examples of these flagrant results: On March 22, 2002, PM Lester Bird Budget Speech relating to the failing tax collection was a shameless and thinly-veiled money grab to force unwilling businesses to pay up. Like his fellow proponent of tax collection, Junior Minister of Finance Senator Asot Michael Tax Collection Campaign Statement on December 10, 2002 continued the same exact message. The shady tactics of deception and duplicity worked. Common-sense dictates this hidden agenda was based solely on the lawless force of economic and political extortion. Money-in- Politics -  The Sequel:

 
In the sequel, the interaction between money and politics became generally accepted practices as the nexus of business advantage. Absolute facts, monies were paid to settle overdue tax debts, linking verification of deposit into several offshore accounts. At that time, Government was on a campaign to collect over US$26.0 million in unpaid taxes identifying Norman Wexelman and the Hadeed Group of Companies as a part of the two-thirds "..who did not pay any corporate tax whatsoever....." Such threats emanating from the bully pulpit, pushed Hadeed to promptly hand over 'envelope of happiness' containing US$7.4 million to MP Asot Michael. Others paid, including the gambling fraternity, so , Michael cannot separate himself from the conspiracy of sucking the life-blood out of their prey! In addition ALP collected campaign dollars from the Hadeed Group of Companies, Devcon, and Norman Wexelman, and hand out unconscionable contracts that reward political cronies and benefactors.
 
Case in point, Devcon International Corporation subsidiaries rent-seeking activities, mainly AMP and AHC, monopoly of sand, cement, the construction industry, and Corbkinnons Ltd. Starting in 1986, Corbkinnons Ltd was a real estate joint venture comprising 350 acres of Crown Land, under the guise of ALP Government tourism development, in association with Devcon International Corporation. Simply put, both of these companies were aided by active political complicity, promoting self-interest motives over the provision of social goods.
 
Here are the facts: Devcon acquired 75% of Corbkinnons Ltd, and was able to consolidate shares per December 12, 1987. The build-up of these shares were noted in Amendment No.1 to Shareholders' Agreement of Corbkinnon Limited. The agreement documents the transferring of 41.25, and 49.0 shares by Devcon's subsidiary company Antigua Masonry Products and Antigua Heavy Constructors Ltd to Norman Wexelman on December 12, 1987. Inexcusably, in 1987 the Government of Antigua granted a 10 year tax exemption, included were certain accrued tax liabilities connected to politicians joint- business interest. Continuing in 1988, the St. John's Development Corporation (Agreements) (Ratification) Act Chapter 391 ratified the previous shareholders agreements. The agreement between the Antigua & Barbuda government and Antigua Masonry Products regarding Corbkinnons Ltd, and Newport (Antigua) Ltd  authorized these arrangement on November 17, 1988. (St. John's Development Corporation (Agreements) (Ratification)  Act Chapter 391
 
Then in 1990 a portion of the elusive 75%  shares was sold for US$500,000 to a mysterious buyer, contingent upon "...the buyer's commitment to provide 50 percent of the financing required to develop the project"  Apparently,  Devcon agreed to match the secret investor US$500,000, and provide a guarantee for 50% of all financing: "The Company agreed to provide the first $500,000 of financing and provide a guarantee for 50 percent of all additional financing required. As a result of the transaction, the Company's remaining interest in the Corbkinnon Property was 34 percent. The Company did not record earnings or losses for the Corbkinnon Property or the Newport Project in 1996 because the amounts are not material"  These illustrative transactions are typical of Devcons SEC filing, until the final hand over to Wexelman on July 16, 2007. (Form 10-K for the fiscal year ended December 31, 1996 page 9)
 
Again, in 1990 Corbkinnons Ltd, a business interest of PM Lester Bird and Devcon was granted a 12 year tax -exemption. To be followed by another Devcon subsidiary Antigua Development & Construction Ltd [ADC] application for a $400,000 tax exempt from all income taxes, approved by PM Lester Bird. Was this tax-exemption indirectly related to PM Birds' Deep Bay Development Company (DBDC) indebtedness to Devcon?

 
Political Elite Business Interest:

 
Absolutely! Devcon US SEC Form 10-K December 31, 2000, Amendment No. 9 pages 3 of 23 (b) provided further information and clarification regarding DBDC promissory notes. The DBDC promissory notes dating as far back as 1989 & 1993 include: principal balance 855,803, interest balance  777,807 and total balance of US$1,633,610 million. Plainly, a devious connivance of tax exemption was used against Antigua Government Promissory notes, instead of debiting DBDC: "... arising from ADCs contract with Dr. Alfred Erhart for the development of the Jolly Harbor Project'' Certainly, Devcon made in excess of US$40 million from the Jolly Harbor Project,  but Devcon non-payment of taxes became a perennial topic of concern and debate. Plus, the Jolly Harbor project required vast amount of sand, and Antigua Aggregates Ltd primary responsibility was sourcing sand from Barbuda. Subsequently, a New York Times article 'Failed Plans Leaves Llamas Dying in Tropics' revealed some locally known news linking PM Lester Bird to Antigua Aggregates Ltd, and affiliated company Sandco to sand mining operation in Barbuda: "Sandco, which operated the mine in Barbuda was, the sister company of Antigua Aggregates (AA) in which Bird had significant personal shareholdings."

 
Further elucidation of irresponsible sand mining operation conjoin (Deputy PM ) Lester Bird  to David Strickland, a Sarasota, Florida developer, Antigua & Barbuda resident and business associate of  Bird. The reporter unequivocally states that Strickland : ".......is a partner in a cement company here with Lester Bird, the Deputy Prime Minister, and two other Cabinet ministers." As a partner in Red Jacket Mines, Sandco Ltd and Antigua Aggregates Ltd, Strickland had a strong commitment from each of the partners in association with AMP to mine sand in Barbuda. Sand mining in Barbuda began in 1979, Red jacket Mines was subsequently replaced by Sandco Ltd . At the same time the Community of Bendals and Palmetto Point from which they extract their revenue, received no economic equity, scholarships,  jobs, or local enfranchisement. By contrast, the United States Virgin Islands  government imposed three stringent conditions relating to Devcon's subsidiary USVI tax exemption: 1- continue to employ a minimum of 160 resident as full time personnel; 2- make additional expenditure of $1.7 million and 3- continue to make a combined youth training/training scholarship contribution of $225,000 per annum during the extension period. The USVI government exemplified pellucid concern for its citizenry, emphasizing employment and youth training scholarship. ALPs government political and elite business interest , preceded youth enfranchisement and economic patriotism. For example, for fiscal year ended December 31, 2003: Devcon total sale- US$55,313 million, of that amount total foreign countries sale US$ 37,355, and U.S. and its territories US$17,958. Antigua & Barbuda sales in 2003 - US$14,323 million representing 38.3429% of foreign sales, and 25.8944% of total sales. U.S. and its territories US$17,958 million represent 32.4661% of total sales. Yet, the unemployment rate for youth in Antigua & Barbuda ranged from 13.1% in 1991 to 19.9% in 2001, thus expanding the unemployment ratio to 3.3 in 2003. In addition, Antigua and Barbuda’s average youth unemployment data1993-2003 was well-established at 3.3 compared to the OECS ratio of 2.8. Antigua & Barbuda ratio was the highest in Latin America and Caribbean region. (DEVC SEC filing December 31, 2004)
 

The Partnership Trade Dominance:
 
 
Consider the following data: Devcon total sales 1996 to 2005 US$642,606,629 million, and of that amount, Devcon Foreign Sales US$430,650.529, US & Territories sales US$211,956.100 million. Antigua & Barbuda inclusive total sales of  US$119,284,170m represents  27.6986% of foreign sales, and 18.5625% of total sales. Devcon- U.S. and its Territories represents 32.9838% of total sales. According to Devcon SEC filing, outside of U.S. & it's Territories Antigua & Barbuda consistently ranked No.1 in sales.

Moreover, the partnership trade dominance continued deflecting blame for exporting more than 20,000 tons of sand per month, and making as much as US$400 million! Actually, limiting that availability of Barbuda sand could have adversely affected Devcon's subsidiaries operation and politicians earning power: "Our operations are highly dependent upon our ability to acquire adequate supplies of cement, concrete block and Barbuda sand. We have experienced, in the past, and could experience in the future short term shortages of both cement and Barbuda sand which, temporarily, adversely affected our operations."
 
Two politically connected companies: Antigua Aggregate Ltd and Sandco Ltd  continued the mining of sand in violation of the Court decree. This far-reaching legal argument was cited in Antigua & Barbuda Cabinet Decision of January 27, 1993: "Cabinet considered the serious shortage from the sand mining operations in Barbuda which have been seriously restricted as a result of an interim Court injunction against SANDCO limited"  Unfortunately, Lester Bird did not accept the Courts Order, so the sand mining continued!

 
Subsequently, ALPs gross violation and interference with the Court Order greatly exacerbate pollutants in the ground water table, and environmental problems! Both the environmental degradation of Barbuda, and the Court ruling were disregarded, in favor of the threat of force. Undoubtedly, Lester Bird sent some heavily armed Antigua and Barbuda Defense Force soldiers to protect politicians mining interest and suppress any civil unrest. The observation of the the learned Judge, The Honorable Mr. Justice Albert Redhead termed ALPs reckless and indifferent attitude as undermining the rule of law, an affront to fairness, decency and dignity of the Supremacy of the law. ( Compendium of Judicial Decisions on Matters Related to Environment National Decisions Volume 111 October 2001-ISBN: 92-807-2096-1 page 202)
 
These resulting influences of political improbity negatively impact the ecological sustainability of Antigua & Barbuda.  Plus, financial corruption played a major role in Devcons never-ending use of Barbuda sand. Overview of economic benefits were crystalized in Form 10-K for the fiscal year ended December 31, 1996 "The Company's revenues in 1996 were $69.5 million as compared to $56.2 million in 1995. This 23.7 percent increase was primarily due to increases in the Company's concrete and related products division revenues, offset by decreases in the land development contracting division revenues." Along with other tax preferences specifically relating to a construction contract in Jolly Harbor, Antigua, Devcons offshore revenue increased. The offshore banks became the purveyors of their revenue.  Devcon was no exception, there was as much as $35.8 million of un-repatriated earnings destined for their offshore coffers: "We have $35.8 million of un-repatriated earnings in our foreign subsidiaries" (CASE STUDIES OF NGO AND COMMUNITY RESISTANCE)
 
 
The Betrayal of The Struggle and the Conquest:
 
 
The inheritance and the historical account of class struggle enshrined in The Struggle and the Conquest by Sir Novelle Richards was ignored by Leader Emeritus Lester Bird. Sir Novelle Richards serious prospects of raising the social status of our people, assuring sustainable livelihood, and wealth creation was never achieved: "The chief aim of the Trade Union Movement was to raise the social status of the workers to enable them to share in the wealth which the community created". Indeed, that social consciousness of preceding ages is replaced by blind loyalty to the political leaders! And todays brutal political reality, exposes PM Lester Bird  political lies: "..95% of the land of this country remains firmly in the hands of nationals.."  In fact, a rebirth of neo-colonialism is Lester Bird's lasting legacy of "strange fruit",  lynching the aspiration of future generations, deliberate disempowerment of the black majority, in favor of white foreignization! This particular type of attack reveals Leader Emeritus Lester Bird philosophy, no different to the attitude of Los Angeles Clipper owner Donald Sterling or Mark Cuban latest rant!

 
Now is the right time for Governor-General, Her Excellency Dame Louise Lake-Tack GCMG to appoint an independent Civil Society Organization (CSO) personnel to be Chairman of the Lands Board. Stop the 'lawful' shenanigans: of Corbkinnons 350 acres, Bruce Rapapport 300 acres, Aldo Pinto 500 acres, Roydan Ltd 5,000 acres, Emerald Cove 400 acres, Dato Tan 1,541 acres, Jolly Harbor 53 acres, Coconut Hall 80 acres, Cades Bay 25 acres, Maiden Island 23 acres, Red Hill Development, Lawrie Bay, Brown Bay, more than 2,000 acres! Who can forget all the lands west of Monks Hill, in addition to the Turtle Bay scam promoted as the Dieppe Bay Hotel Project. The accusation leveled against Leader Emeritus Lester Bird foreignization policy in 1986, has been proved.
 
Future generations should not be dependent on the charity of privateers. No change can be realized unless a forensic land survey dating back to 1976 is commissioned: land and land rights are set forth in national legislation, and the plunderers of our economy brought to justice! Governments all over the world do notnot for the most part run businesses efficiently, it is a fault line in their makeup. Once they get involved in running and owning hotels, electicity boards and water supplies etc., they almost always fail; that is a fact. Add to that the never ending injection of money into LIAT (which they can ill afford) and you see the disastrous results. Government has no incentive to earn money unlike the private sector which knows what will happen if they fail in their ventures. You should really keep quiet about as you say, "give away Cedar Valley for ECD2 per sq ft." You should ask Dato Tan about getting away with our lands; ever hear about Guiana Island and adjacent islands? Maybe not, think about it!

to all the ABLP surrogates: 100TB, zuba, just saying, wadaman etc (whom I believe one and the same person), you are just giving people like Asot, Robin, Lester and Gaston (not to mention Chet) the authority to rob us blind. Never once have I heard you condemn these wicked acts by these people, instead promoting them to do even more (to get their last hurrah and pension as they are on their way out). How can we be so sick in our head to allow this.
The UPP is not perfect, BUT I HAVE NEVER HEARD A SCANDAL INVOLVING BALDWIN SPENCER. I do know though that Gaston is heavily involved with Asot and the tapes, not to mention the rape of prime lands at English Harbour for next to nothing.
There is nothing new under the sun and nothing new about the ABLP. Thats why Gail Chritian jumped ship and may probably have a surprise soon for all of you surrogates.

Tell me why you bought the WPP for $54 Million US knowing it was scrap metal and hoist it upon us as new. I would agree with the blogger who blamed Lester for Asot's carnage. Asot would not be be able to survive if the boss knowingly had balls and dismissed him for crossing the line in office but the tapes summarized that both Asot and Lester were in agreement with their deeds. I am certain the did not follow what was written in their manifesto because their actions were not part of the plan to move Antigua and Barbuda forward. They both helped to bring Antigua and Barbuda to the failed state that it is today. Both should have been barred from running on June 12. Then again they must be fit to represent us based on the constitution of A&B because they are both back on the legitimate ballots. Lets take this to my polls and vote up or down if you think that they should still be on the ballots on June 12 now.

UPP has completely destroyed our economy, crime is out of control and most of our statutory bodies are having a cash flow problem, but you guys keep bringing up the past. UPP has been running this country for the last ten years not the Alp. Voting ABLP a new party that will rebuild this country.
